Jean Shaw was Clinical Sciences Librarian at the University of Leicester Medical School until taking up the administration of Partnerships in Health Information (Phi), a registered charity in the UK which aims to improve the flow of knowledge to health care providers in developing countries through library partnerships. 

She undertook a survey of western European library partnerships with countries in the low and low-medium income groups (published in Health Information and Libraries Journal 2001; 18 (4) 220-228). Phi produces an electronic Newsheet about three times a year with information about the progress of library partnerships and information that might be particularly useful to those partnerships, - available on the Phi website. Lenny Rhine is the Assistant Director for Collection Management at the University of Florida/Health Science Center Libraries (HSCL). He has coordinated the University of Zambia Medical Library/University of Florida HSCL partnership since its inception in 1992. One of the principal projects is the UNZA Medical Library 'Guide to Medical Resources'. He is also the compiler of the internet gateway INASP Health Links.

As part of a 2000 project for the (U.S.) National Library of Medicine, he compiled a report on North American library partnerships titled 'Library Partnership Programmes: Analysis and Database Development.' After discussions with Jean Shaw of the (UK) Partnership in Health Information, the need for an Internet accessible tabulation of partnerships became apparent. This database is the result of their collaborative effort. Rhine also serves on the (U.S.) Medical Library Association Sister Library Initiative Committee.
