1: Optimising Internet Bandwidth in Developing Country Higher Education

Higher education institutions in developing countries have to deal with growing
demands on their Internet infrastructures. Managing this demand usually requires
that infrastructure - telecommunications, computers, etc. - is upgraded and
extended. However, since this can be costly, other approaches need to be
pursued. This report argues that, through better understanding of actual
Internet usage, improved management of Internet applications, enhanced training
and awareness-raising for users, and the introduction of measures to control
undesirable uses and behaviours, existing bandwidth can be made to go much
further.

2: Empowering Youth and Connecting Schools: Lessons from the
SchoolNet Namibia Approach

Schools in developing countries are beginning to get computers and
access to the Internet. They are using them in teaching and
administration; learners also use them to become computer and Internet
literate. Resulting from an evaluation commissioned by Sida, this
infobrief draws on the SchoolNet Namibia approach and its
achievements. It suggests that programmes like this should give
priority to the provision of affordable access using open platforms,
pay attention to longer term cost of ownership issues, leverage change
through partnerships, work closely with governments, involve school
principals and teachers, and seek to ensure that necessary capacities
are developed in schools themselves.

3: The Use of Information and Communication Technologies (ICTs) in
African Public Library Services

The existing literature on the use of ICTs within African libraries
mostly describes the situation within academic and specialist
libraries, but there is little about the use of computers in public
libraries. To investigate the current level of use of ICTs and plans
for the future within the public library environment a survey was
undertaken of 22 public library services in ten English-speaking
African countries. The results indicate great disparities in the level
of access to computers between the countries, and within country, and
indicate a need for more funding and appropriate training.

4: PERI Review 2001-2004: Executive Summary

The Programme for the Enhancement of Research Information (PERI) has been
operational since 2002 and this review has been undertaken to document and
assess progress towards its goals and objectives. Although it is too early
to assess the impact of the programme, the review investigated the
operation and management, and in particular its relevance, usage,
management and sustainability.

5: Towards the Digital Library in Africa

The term digital library is used to refer to a library where some or all of
the holdings are available in electronic form, and the services of the
library are also made available electronically - frequently over the
Internet so that users can access them remotely. Over the past fifteen
years libraries worldwide have increased their holdings of electronic
information and automated their operations, but within Africa digital
development has been uneven. In 2004 INASP commissioned a survey of the
current status of library digitisation in sub-Saharan Anglophone Africa, so
as to draw conclusions on where future developments and investments might
be made, and what can be learnt from the implementation of digitisation
within the continent.

6: Journal Access Programmes in African University Libraries
INASP carried out a survey of the journal access programmes that were being used in universities in Africa. The survey results obtained during 2003 formed a background document for two follow-up roundtables (in November 2003 and October 2004) between representatives of African universities, programme providers and publishers. The roundtables were enabled by the Association of Commonwealth Universities and INASP. This Infobrief describes the key outcomes and recommendations of these three activities.

This report provides the results of a survey and evaluation
